Major US Election Fraud captured by the Trillion

Media reaction: Silence. 

EU reaction at possible fraud on the most massive scale imaginable: Silence. 

The EU has its own anti-'disinformation' investigators. It has its own cyber security agency, ENISA.

The EU authorities are zip-mouthed on possibly the most outrageous affront to democracy in the world. 

Between 30 percent of Americans used to believe that fraud and cheating took place in the 3 November US election. That was a few months ago. Today the figure is around 50 percent or more. A large number of them are Democrats. They wonder how allegedly Joe Biden gained millions of votes more than Barak Obama, and broke his record turn out. Biden is older, forgetful, lethargic, bumbling and accused of dementia. Hardly the characteristics to gain votes.

They have good reason. The evidence is flowing out. Joe Biden himself said: 

"We have put together, I think, the most extensive and inclusive voter fraud organization in the history of American politics," Biden said in the video.

Law-makers with cyber experts from 50 of America's 50 States interacted this summer with other experts analysing software tricks and criminal activities that altered election results and the means to analyse them from the computer based records. Key ballot files have been shown to be deleted. That should automatically and of necessity lead to prosecution. It hasn't.  

During the November 2020 US election 37 Terabytes of internet messaging from electronic counting ballot machines were captured as raw data packets 'pCaps'. 

A major symposium with the nations top cyber experts is taking place 10 to 12 August in Sioux Falls SD, USA analysing these data. 

It has confirmed major fraud.

For one, the electronic counting machines were not supposed to be connected to the internet! 

Secondly, the ballot counting machines are owned by a European company whose major shareholders are Chinese. 

Thirdly, similar fraud seems to have taken place in a number of other countries.

Is the Commission and ENISA or other European agencies following this? When I asked the Commission, they replied:

We are aware of the press reports both on this story and on the cybersecurity symposium but we would have no specific comments to make.

Algorithm to create false voters

Following some unusual outcomes were candidates lost seats in known Republican strongholds, an investigation was conducted on several levels.

Where did the vast number of Democrats suddenly appear? There was a mystery between the results and the known affiliation of the population. Dr Douglas Frank an eminent physicist decided to lead an investigation into what happened. He had two sources of information. The election results and the electoral roll, the list of the adults in that population who were registered to vote. 

Clearly the maximum number of voters could not exceed the number of voters on the electoral role.

Then surprise, surprise. He found that not only had 100 percent of the registered voters voted but in some cases more than 100%! Normally only a proportion, like fifty or seventy percent of the population would actually go to vote.

He showed the graphs to Mike Lindell, who, as a businessman, was familiar with graphs and advertising responses. It showed that someone had been illegally recording that not only all had the registered voters been to the polls that day, but in some cases, others were phantom who seemed to be legally registered. 

What was going on?

The most reliable method was to check door-to-door to see if the person named as voting was actually living at the registered address.

The result was shocking. About one in thirty was a phantom person. 

Votes structured by age

To the sharp mind of Dr Frank that meant that an algorithm was being used. But it wasn't the same as the most recent one. So he tried to fit the supposed voter curve - and found that it fitted better with the previous census report.

Conclusion: Someone was (1) adding extra voters so that the maximum number of voter could be recorded as voting.

(2) These added voters were false.

(3) they were using a computer program to assign the phantom voters so that at first glance they fitted the census data even though it was ridiculous to maintain that 100 percent or more registered people had voted.

(4) the algorithm did not use the latest census as a database and guide for fitting up the falsehood. They had only at their disposal the previous census report.

Above all it showed that massive voter fraud was taking place by adding phantom voter into what was now a computer based voting system. 

The Election, at least in Hamilton county, Ohio, was fraudulent.

Then Dr Frank checked all the other 88 counties of Ohio. All showed the same fraudulent pattern or algorithm. This was age-adjusted. The shock was that this 'Registration Key' worked to a perfect fit in all counties.

No human could make these adjustments in real time. It showed that it was done by a computer manipulation.

What was happening? It was like a credit-line for fraud.

In one county of a State, Dr Frank calculated the percentage of voters of a certain age who supposedly voted. Then he checked the numbers in all the other counties. Surprise, surprise! In all the counties the same percentage appeared, regardless of being NSEW, city or farm etc. However when he examined the next State he found the same phenomenon, but with a different percentage. 

What was the explanation. Someone with the aid of computers was 'expanding' all votes so that the outcome for each State gave Biden extra votes. Some gave him victory by very small margins, but victory no less.

"The more voters you have registered the more {false} ballots you can put in wherever you need them."

Dr Frank used public data. The same pattern was happening in Florida, Pennsylvania, Colorado etc. The data can be checked by any member of the public -- except in States where the Secretaries of State have barred access to census and registration data. Why would they do that?

What was also incriminating was that as soon as the fact-checkers crossed the State borders, they found that a different Registration Key was being used. And it was being applied to all the counties in the State. Each State is manipulated separately, because in USA it is the electoral college of State victories that determine the presidency, not the total national count.

Independent figures confirm fraud

The material that came into the hands of Mike Lindell fit these figures like a hand and glove. These data are the internet traffic figures. It is possible to capture all the traffic on the internet and record from which computer address it is being sent and to which computer address it is being sent. Each computer has a coded address. 

Commercial companies, like Wireshark, can provide such capture of each separate message. And each message is detailed as to time place and contents. The messages are divided into the smallest size for transmission and sent separately. Then at the receiving end the separate 'packets' are reassembled to provide the whole transmission, whether an email or a video. 

 

Packet Capture codes

The packet list pane will show you the exact number of captured data bits. Since the packets are organized in several columns, it’s fairly easy to interpret. The default categories are:

• No. (Number): As mentioned, you can find the exact number of captured packets in this column. The digits will remain the same even after filtrating the data.
• Source: It shows where the packet originated.
• Destination: It shows the place where the packet will be kept.
• Protocol: It displays the name of the protocol, typically in an abbreviation.
• Length: It shows the number of bytes contained in the captured packet.
• Info: The column includes any additional information about a particular packet.

Time stamp

As Wireshark analyzes the network traffic, each captured package is time stamped. The timestamps are then included in the packet list pane and available for later inspection.

Wireshark doesn’t create the timestamps themselves. Instead, the analyzer tool gets them from the Npcap library. However, the source of the timestamp is actually the kernel. That’s why the accuracy of the timestamp can vary from file to file.

You can choose the format in which the timestamps will be displayed in the packet list. In addition, you can set the preferred precision or number of decimal places that are displayed. Apart from the default precision setting, there’s also:

• Seconds
• Tenths of a second
• Hundredths of a second
• Milliseconds
• Microseconds
• Nanoseconds

Source

As the name suggests, the source of the packet is the place of origin. If you want to obtain the source code of a Wireshark repository, you can download it by using a Git client. However, the method requires you to have a GitLab account. It’s possible to do it without one, but it’s better to sign up just in case.

The cyber-security people at ENISA should be familiar with the issues as the materials have been aired for several months now. The pCap was known in January. On packet-switching networks, each packet of data has to be verified individually as to contents of its origin and destination and the timing. A packet is typically from tens up to a few thousand bytes.  

The capture of election machine data packets can show forensically sure proof of fraud. Each packet holds its own proof. 37 Terabytes have been captured. (One Terabyte = 1,000,000,000,000 bytes.)

 

There are many multi-billion dollar law suits by Dominion and other firms against news organisations in US, trying to prevent the release for examination of the ballot counting machines. The modems would show the identical data traffic fitting exactly that which is in the 37 Terabytes of pCaps. That would be incontrovertible proof of interference.

Initially both the manufacturers and some politicians maintained that no modems existed on the counting machines but this has been proved false in the case where one of the machines was forensically examined. The 4G modem comes from a firm in Taiwan.  

Both major parties in the USA have previously issued statements about the lack of security in these voting machines that threaten election integrity. see video below.

After full analysis of the data stream by cyber security experts, the details of the pCap are being released at the Symposium 10-12 August. They show millions of votes being shifted fractionally and expanded according to both algorithms that attribute false votes to people on the 2010 census and interactive international cyber-hacking following this algorithm. That is why the voting includes tens of thousands of dead people.

Mesa county Colorado took forensic images of their computer based Dominion machines before and after a visit of their technicians. Far more than maintenance was involved. The elections clerk was suspicious of what they called the new work-- ironically called Trusted Build. 

First two partitions of the HD were made. This provided a means for another operation. Some files were deleted. The partition divisions destroyed the contents of them. By US law no manipulation addition to or deletion from electoral data is permitted for 22 months after an election. 

Thus breach of public trust requires legal action up to and including a new election. Then during Tina's trip to the symposium he Secretary of State raided her office in Mesa country, Colorado.

Symposium experts found deletion of files and also software to "de-harden" the security and turn off the encryption for the intruder. This revelation rendered the Dominion software illegal for any future election use. 

20th Anniversary of German Reunification. It was announced 63 years ago. Can today’s Statesmen plan long-term democracy?

In 1989 leaders of the European Community were shocked and worried about what they considered the dangerous consequences of the fall of the Berlin Wall. German unity --the 1990 reunification of West Germany, the Federal Republic with East Germany, the DDR, the so-called Democratic Republic of Germany was inevitable. It would create the biggest Member State in the European Community. Germany would become far bigger and far more powerful than France. British leaders were also worried that Germany would now control Europe, not vice versa.

The DDR was one of the satellite 'People's Democracies' of the Communist Soviet Union. Schuman called these counterfeit democracies. A handful of Communist leaders held power and defined policy in a secret Council of Ministers in East Berlin. They defined international policy with similar Communist ministers in Soviet satellites in conjunction with the Big Brother comrades in Moscow. Their great instruments of international propaganda, their publications, radio and television, published subtle, craftily forged LIES.

For the shocked European leaders the USSR seemed to be a permanent fixture in all their lifetime. Its continuation was hardly in doubt, even if the Cold War was in thaw. But now they had a big problem in the centre of Europe.

For many non-German leaders, German reunification was a nightmare. This was the result of a couple of decades of Gaullist anti-Community propaganda, his false reading of history and his attempted destruction of Schuman's work and memory. Some of these Western leaders tried to block German re-unification. Others were worried about a Fourth German Reich. Germany had been at the origin of three wars in a century: the Franco-Prussian war and two World Wars.

The leaders wildly proposed a confederation of western European states or a vague 'federation of nation States' whatever that is. It amounted to stronger intergovernmental powers for the leaders themselves. That was a bit stupid. It was equivalent of creating a great European 'people's democracy' where the people also had no power. Only the leaders had.

The only way to create real security is in a powerful democratic system, not a technocratic one. All sections of society should have their voice under a system of democratic law. That can prevent the rise of militarism or the rise of abusive cartels, whether industrial, ideological or financial. It is precisely what the supranational Community system of democracy is designed to do.

The second principle is important too. Only a democratic institution under democratic law can correct the mistakes of democratic leaders. Otherwise this guardian will inevitably head to become a new form of autocracy, oligarchy and instrument of subjugation of the people.

That is why Schuman and the Founding Fathers insisted that the European Commission should be both elected and composed of fully independent persons. The treaties say they should be without ties to political parties, or other interest groups. They are legally forbidden from receiving the instructions from governments. The Council is responsible for creating a fair electoral system open to ALL Europe's citizens. It has signally failed to do so. The process of election according to the spirit and letter of the original treaties should be started IMMEDIATELY.

Nationalist and self-serving politicians have tried to block and chloroform the five key Community institutions -- except for the secretive Council of Ministers, where a cartel of politicians want to seize power and hold all power. They seem to want to ape the secret councils of East Germany or the other satellite States. That is dangerous.

The Soviet and East German experience shows that a dictatorship of the people -- a political cartel -- through such a council is doomed to fail. Any system that is based entirely on materialism, such as dialectical materialism or State atheism, has the roots of its own destruction excavating its weak foundations. Marxism is a self-blinded god. Its godless vision, void of a moral code, has failed. It spawned the many corrupting people's dictators with their greedy hands and its nomenklatura, its privileged class.

A lasting Community can only be based on eternal supranational values like justice and truth. Any healthy society must be open to peaceful criticism and reform. Its concept of Community is a far more satisfactory way to deal with the problems of rich and poor than effete Marxism.

In the DDR the politicians built a wall to stop people leaving. It was knocked down by the people. They tried to control religious opinion and expression -- and failed. The State tried to ban a spiritual interpretation of history. Church leaders and their congregations helped put atheistic materialism in the dustbin of history. The Soviet Union repressed the Jews. They were often the most critical and sharpest refuseniks. The Soviet Union refused to let them leave. When the USSR collapsed they left in droves.

The 'people's leaders' tried to control freedom of expression and stop all non-State publications of individual authors, like the samizdad. They failed there too.

Modern democracy owes its origin to the Judeo-Christian revelation, said Schuman. Christianity has a long record of deposing of empires -- including the binning of the once powerful and pervasive gods of the Roman Empire. Mars is binned with Marx. Both are responsible for the blood of millions of victims.

Political ideology is NOT an innocent game. It tortured brave people, bereaved families, miseducated children. It would fill a sea with the blood of its errors.

In the twenty years since the Berlin Wall fell, have politicians learned anything about the supranational European Community? The Community was actually designed as the guarantee that Germany would not be able to go to war against its neighbours EVER again. That is what the founding fathers said.

Have the leaders then or today ever asked why Europeans are now experiencing the longest period of peace in Europe's history? Is it an accident? Or do they think it happened against all odds simply due to the colour of their eyes?

Robert Schuman and others gave the highest profile speeches about it forty years previous to the events of 1989-90. Why were these speeches not republished by the European institutions? Why were they not republished by the French, German and other Governments? Were the institutions asleep?

Let's look at the speeches given by Robert Schuman in 1948 and 1949 to the United Nations General Assembly.

On 28 September 1948 -- three short years after the massive destruction and hate of World War 2, Schuman told the UN General Assembly that the unification of Germany was inevitable and he, as Foreign Minister of France, was going to make sure that the unification of Europe was also inevitable because this was the guarantee that all could live in peace:

‘A renewed Germany will have to insert itself inside the democracy of Europe. The dismemberment of this old continent, so often and cruelly torn by war, is a relic of times past. ... Now, however, our times are those of large economic units and great political alliances. Europe must unite to survive. France intends to work on this energetically with all its heart and soul. A European public opinion is already being created. Already concrete efforts are taking shape that are marking the first steps on a new road..

He continued.

'We are, of course, only at the start of what is a great work. … Let us hope, God willing, that those who are presently hesitating will not take too long to be convinced about it. An economic union implies political cooperation. The ideas of a federation and a confederation are being discussed. We are happy to see such concepts being taken up, and studied in numerous international meetings in which personalities most representative of European public opinion are participating. Now is the time for such ideas to be analysed and supported by the governments themselves. In agreement with the Belgian Government, the French Government has proposed to follow up suggestions to call a representative assembly of European public opinion with a view to prepare a project for organising Europe. This assembly will have to weigh all the difficulties and propose reasonable solutions which take into account of the need of a wise and progressive development’

The next year on 23 September 1949, after he had laid the foundations of the Council of Europe, an institution that would guarantee Human Rights and Fundamental Freedoms for all Europeans, Schuman reported to the UN General Assembly on progress in Germany and Europe:

‘The first President of the new Federal Republic has just been elected and the first Chancellor designated. The destiny of Germany is again conferred on the Germans themselves. Facts will show if they are in a position to face up to their responsibilities that are restored to them and to prepare their future in an orderly manner and in freedom. The rhythm of developments that follow will depend on the results of this experiment. Our hope is that Germany will commit itself on a road that will allow it to find again its place in the community of free nations, commencing with that European Community of which the Council of Europe is a herald.’

Europe's peace would be based on a supranational democratic European Community, not a classical federation or a confederation. This was the year before the Schuman Declaration. This speech besides clarifying how Schuman was to guarantee a permanent European peace, also exposes the mistake or vain boast in Jean Monnet. In his Mémoires Monnet says that he invented the term, European Community, on 21 June 1950. Schuman used the term in many major speeches before Monnet ever uttered it. He also explained what it meant.

Thus the European Community was the key that would ensure lasting peace, not only for Germany but for her neighbours. Schuman gave speeches in Germany about the reunification of Germany. He gave them in German so there would be no misunderstanding.

But let us quote another witness, Robert Buron, who records in a diary what Schuman said to him on 10 July 1953. Schuman described the options: Germany might make a secret deal with the Soviet Union or it could develop a real democracy inside a democratic European Community. Only the latter would safeguard the peace.

'Sooner or later, wished for or not, the reunification of Germany will happen. It may be in a climate of détente between East and West that would help the development. It may occur in a rapprochement of Germany alone with the Soviet Union, after elections favourable to socialists for example. The balance of the world will then be thrown into question.'

Schuman told him that the existence of the European Community had already caused the Soviets to stop and think about a less aggressive policy than world revolution. In Schuman's opinion, he recorded, 'the pursuit of a European policy is one of the causes for the decision of the new Russian rulers to move towards détente.'

Schuman was no longer in office as minister and, he said, Europe required a well informed governmental spokesman to speak out about the European Community. He would give 'a frank explanation between French and Russians about the policy of European integration.' Gaullists, nationalists and the large Communist party made this as difficult as possible. After WW2 Gaullists thought the only way to control Germany was the permanent removal of the Ruhr and annexation of the French zone so that the Rhine was the border. Then when the Community had been set in motion with its design to make war not only unthinkable but materially impossible, the Gaullists had no faith in this idea. They pooh-poohed it. They wanted their own Realpolitik. That meant, when de Gaulle seized power in 1958, that de Gaulle and France would always dominate Germany as much as possible. People called it a Franco-German axis.

It was not what the supranational Community is about. The Community involves the democracy of nation States as much as organized civil society and the people. It also involves a well-conceived concept of the rule of law, not the power politics that de Gaulle thought was the only way. Power politics have failed Europe over the last several millenniums because the conqueror of one day becomes the oppressor. The conquered foe of one day becomes the victim then the liberator of the next. And so on.

The Community started the thaw of the Cold War when Germany chose democratic and religious freedom. It joined the Council of Europe which legally guaranteed the human rights against another Hitler stamping on them with his jackboots. Today we need not only someone to speak to the Russians but to our own European citizens about the real meaning for them of a supranational, democratic Community. The Commission no longer seems to be acting like the independent guardian of the treaties or telling the truth about its origin and purpose.

We should be thankful that the Founding Fathers including men of long-term vision. Schuman said: 'If I believe profoundly in détente and in peace, I believe equally deeply that the strategy that we have traced is only realizable in practice if Western Germany remains solidly anchored to our European construction.

'It is necessary to progress at the same time with European integration, the improvement of East West relations and German unification. Everything lies in the art of progressing simultaneously.'

Schuman and others foretold that the Soviet Union would collapse before the end of the century. He told many people that this was a certainty. Adenauer, with whom he spoke on many occasions, said the same thing. The CIA and the other intelligence services were not listening. They did not make the same analysis as Schuman. They were shocked when the USSR collapsed on schedule. Other politicians at the time were not listening. They buried Europe's founding document, its Magna Carta of democracy.

None of today's politicians seem to be listening either. They still haven't published it. Nor have they understood or applied Schuman's definition of Democracy. Instead they imposed a Constitutional /Lisbon Treaty that the peoples of the Nation States had rejected in referendums.

Elections5 EU's Treaty Change Blitz is a blitz against open democracy

I must admit I was a bit surprised when I received a press release from the European Parliament last week. It said tersely:

Eighteen additional MEPs a step closer to starting work

The 18 additional MEPs envisaged by the Lisbon Treaty are a step closer to starting work. The treaty change needed to enable them to do so was approved by Member State representatives at a brief Intergovernmental Conference on 23 June, after a green light from Parliament. The 18 MEPs can start work only after EU Member States have ratified the change (My emphasis)

A Brief IGC - you're telling me. A tad secret too. I was well aware that the European Parliament was aiming to add a few party friends at public expense. That was expected. They even had a debate and a motion. Enlarging Parliament was part of the secret deal made as part of the secret negotiations for the Lisbon Treaty. (Secret because the public was not asked about it. It was an agreement between party political leaders who take extra public money without asking the public's permission.)

All such agreements have to be agreed by the representatives of the nations. The public might like to ask: How would governments defend the extra expense at a time when governments of the PIGS are tottering trying to control their overspending and budget abuse.

However, the Blitz Inter-Governmental Conference shot past me. I was glad I wasn't hit by the lightning. I attended the European Council on 17 June. I listened at the press conference. Not a whisper about an IGC. An obscure reference to one of its internal  documents and 'necessary procedure' is in the conclusions. For democrats debate is also a 'necessary procedure.' By that I mean a debate between the politicals and the public, simply because a majority of the public has increasingly shown at elections its distrust for the politicals.

(By politicals I mean the politicians, the parties and the political party systems that say they are representatives of the people but act as a cartel against the people for their own career, financial or party advantage.)

So we have a secret, closed door European Council unwilling to have a public debate on vital matters of democracy. What does it do? Add further obscurity and secret meetings to avoid a public debate.

Why? Were the politicians afraid they might get some awkward questions? It might seem a bit inopportune to publicise the increase in MEPs. People might also ask about why MEPs are also asking to spend more on assistants and other matters during a financial crisis. Others might ask why more MEPs when at every election, more and more of the electorate is refusing to vote for any of them?

At the Council building I did not find any communiqué later about this IGC. I asked the Council for the communiqué. I was told there wasn't one. An IGC took place with no one knowing about it. So-called democratic governments did not deem it necessary to tell anyone about the IGC. No press release was published after it took place. At least the EP debated it in public before grabbing more money.

The IGC took place behind closed doors in the COREPER committee. This is a committee of civil servants called permanent representatives. They are not even politicians.  They were talking secretly amongst themselves about something else that would affect the European public. Then they changed hats, declared an IGC, and pronounced a Treaty Change 'in the margins' of the meeting, as they say.  That is the New Lisbon Democracy? Phew! Closed doors, civil servants making decisions on major issues, no press, no questions.

An Inter-Governmental Conference used to mean something. Now it means a rubber stamp by bureaucrats. Thus the European Council is confirming its disdain for democracy. It is saying its version of democracy or rather its system is what we say it is. No open debates. Another word for that is autocracy.

I have a proposal. Now the Council has developed a lightning technique for European decisions, I would like to know if the national politicians can start to catch up on the backlog of duties. Some urgent Treaty implementations have been on ice for nearly sixty years.; The Six governments signed up to these promises in 1951 and 1957 and other States immediately on accession. These Treaty articles said surprisingly that the European Parliament should be European. That means Europe-wide elections under a single statute for all.

A quick IGC could arrange that pan-European parliamentary statute. In other words the governments would forswear from cheating and having 27 national elections to the European Parliament. Each one is presently arranged according to national rules that curiously favour the main political parties in the State. A touch of honesty would therefore be helpful.

The Treaty of Paris, the founding treaty of the European community and the two treaties of Rome all agree. There should be a single election where electors can vote for any candidate in any country of the Community. Each elector should have one vote not up to twelve as some are now allowed to have.

The people must be 'free to choose' to quote from Europe's founding Charter. Half a century ago, Schuman wrote:

'In the not too distant future it is necessary to provide for elections with direct universal suffrage of the members of the Assembly which will exercise the powers of control, in conformity with the Charter of the Community. Article 138 (of the Economic Community) moreover gives this Parliament the mandate to draw up such a such a draft electoral project. The statute must be uniform for all Member States. It is certain that people's consciousness of a united Europe would be intensified and be more physically manifested if it could be regularly affirmed by a vote across the entirety of Europe,' (Pour l'Europe pp146-7)

Come on Council of Ministers. We know you can do it! Try getting your democratic priorities right!

And while the Council of Ministers is in the business of Blitz-IGCs, would it not be possible to give adequate notice so people could ask questions. And can the IGCs and the Council be open to the public as the Founding Fathers said they should be?

14. European Council publishes orders for public to STAY OUT!

In December — when no one was looking — Member States governments adopted their Rules of Procedure for the new Lisbon Democracy. You missed it? No wonder. This ‘agreement’ was definitely not agreed in public, for the public by the public in a public meeting place in Brussels.

It was all done more or less by post. (Written procedure). It says

Done? The public certainly have been. The first of December 2009 is another black day for European democracy.

The newest institution of so-called European democracy confirms that the EUROPEAN COUNCIL wants to be SECRET. It is a way to get rid of the pesky press. The politicians can control the news-hounds like Pavlov’s dogs with ‘off the record‘ news feeds. That makes managed “democracy” so much easier.

Article 4 inset 3 says Meetings of the European Council shall not be public. (OJ 2.12.2009, L 315/51)

It does not say; Occasionally tired and delicate heads of government, after a long trip to Brussels, need some privacy. Nor does it say: As a democratic institution we will eventually open our doors to the public and the press as the Founding Fathers said all such European institutions should be.

It says that the rules preclude any of the Public EVER getting in.

This is the latest sad retreat from the Community democratic system to irresponsible intergovernmentalism. It is the last fling of effete Gaullism. Politicians like making their deals in the dark, away from public light. The ruling political cartel does not want any one to meddle if such a democratic institution or individual wants to argue with secret intergovernmental deals.

The new Rules say:

Without prejudice to the provisions on public access to documents, the deliberations of the European Council shall be covered by the obligation of professional secrecy, except insofar as the European Council decides otherwise.

And of course they won’t. It will take all 27 to say Yes. They will flip coins to take turns for each one to say No.

Europe’s new democracy — after ten year’s of the public’s resistance — will be like getting sardines, squeezed together in the dark, out of their can. It will require a legal can-opener.
The European Council may authorise the production for use in legal proceedings of a copy of or an extract from European Council documents which have not already been released to the public in accordance with Article 10.

Why should the Council be the only institution that remains an absolute disgrace to what should be the greatest democratic organisation in the world — the grouping of 27 democracies of Europe?

The European Parliament has open debates. It is a model for the world.

Despite some hesitations at the start (that is in the 1950s) the Consultative Committees — the nascent debating chamber for organised civil society — are open to the public.

The Economic and Social Committee is open.

The Committee of Regions is open.

The Commission is one of the most open institutions in the world.

The Court of Justice is open.

…. And the Council of Ministers ??? Hardly.

Now the European Council, too! SECRET!

While the European Council was not a real, legal institution, that is was not really an institution in the treaties, it could get away with the political equivalent of murder. It is still murdering democracy.

We now have the extraordinary sight of the President of the European Parliament attending the European Council — and he is made mute by the Council’s lack of democracy. The President of the European Parliament usually does things openly and before the cameras and a forest of microphones. When he addresses the European Council, no cameras are allowed. Radio journalists and their mikes are chased out. The public is excluded. A text may be produced. But the public and the press have no idea how the ‘lords and masters‘ of the European Council react or respond to the suggestions, criticisms and commentaries about their actions from the representative of Parliament.

In short the new rules have gagged Parliament.

General de Gaulle — who wanted to destroy European democracy — would be well pleased. His hand has made Parliament behave like a naughty schoolboy going to see the headmaster. De Gaulle thought that having to speak in a democratic debate in public was demeaning and undignified. He did not like giving reasons for his actions. He did not even tell his ministers what French policy was until he announced it. As for Europe, he preferred the ‘empty chair‘ ; he was not very much in favour of having any minister go there unless it was to collect money for wine lakes and beef mountains. Nor did he like a display of his henchmen arm-twisting and bullying the smaller States of Europe. The blood on the carpet might upset little old ladies. De Gaulle insisted that the Council should firmly shut its doors to the public.

All democratic chambers should be open to the public and the press, unless the public can be convinced there is a valid reason why they should not be. That is a basic principle of democracy. From the time when Celtic tribes assembled to debate matters in public, it has been so for a few thousand years.

And don’t give me that ‘Oh, if the Council is open to the public, they will talk in the corridors.‘ Parliamentarians talk in the corridors. But they have a debate in public.

Why? So that there will be a public record of what they say, how they say it, and why they are moved to say it. Only when the public — let us call them voters or their democratic masters — can have this evidence of their motivation, reasoning and quest for European justice, can they judge them. And fire them, if necessary. Maybe even congratulate them on occasion.

That is democracy. It is quite different from Gaullist autocracy. Had we forgotten? Schuman defined democracy as being ‘At the service of the people and acting in agreement with the people‘. Lincoln said it was ‘government of the people, by the people and for the people.‘ The new Lisbon system is now defined as being SECRETLY for the secretive politicians, by the secretive politicians and for the secretive politicians; people stay OUT, referendums and public opinion are of no consequence to us. Please go away and be ruled in silence.

At the moment I feel quite free to speak out so boldly. At the Council offices, no one will be listening or reading this commentary . They’re in the middle of a cat-and-dog fight about who is in charge. Is it the Spanish national presidency or the President of the European Council? Then there is the latest debacle. The US President does not want to attend a Summit with Europe until he knows whose hand to shake first. In the Council the European cartel are still arguing about who is responsible for making Europeans look like a bunch of fools, and not only to the Americans over the EU-US Summit. The undemocratic cartel running Europe has made European government look ridiculous to the wide world.

These so, so, embarrassing matters shall not be open to the public.
